It depicts that special river condition where ice formed at low flow and got covered with a nice layer of snow, then a little thaw raised the water level and caused water to flow over the top of the ice, and there’s little islands of snow puff where larger cobbles are poking above water level. The flow is a muffled quiet from the channel roughness being blanketed by the slushy ice cover and the loudest thing in the forest is the squeaky crunch of your boots in the snow.
